[15] [16] [17] The parties negotiate different aspects of the agreement before it becomes binding and takes the form of a contract. It is therefore important to determine the exact date of the contract (i.e. the date from which the contractual obligations come into effect). A “fraud law” requires that certain contracts be entered into in writing and signed by all contracting parties to be bound by the treaty.
